The Morris County Board of Freeholders’ enhanced 2015 road resurfacing program will target its last project in early November, a small but vital and heavily traveled 0.4-mile stretch of Church Street and Halsey Avenue in downtown Rockaway Borough, with storm basin and concrete work to start on the week of Nov. 9, and milling and paving to follow.
Meanwhile, contractors are continuing work on a nearly three-mile stretch of Changebridge Road in Montville, as the county’s 2015 resurfacing program draws near its end.
Sections of more than 20 county roads have been resurfaced during the 2015 paving season.
“We are down to our final projects for this year, as the cold weather is moving in and paving possibilities come to an end for this season,’’ said Morris County Freeholder David Scapicchio, who is the county governing board’s liaison on public works projects.

“We have kept our promise to aggressively deal with road improvements across the county, to make sure they are safe for motorists, cyclists and pedestrians, and I urge the freeholder board to continue that aggressive effort in 2016 for the benefit of our residents, visitors and businesses that rely on a first-class road network through Morris County,’’ he added.
Church Street/Halsey Avenue Project:
- The 0.4 mile project runs from Wall Street to Hibernia Road.
- Basin and concrete work should take 7 to 9 days, and should start the week of Nov. 9.
- Paving and milling will immediately follow and are scheduled for two days each.
- The contractor has to coordinate with the three churches in the project area to coordinate with their schedules and parking requirements.
- Curb ramps to provide easier access for disabled persons and others are being constructed as part of the project.
- Motorists should expect some delays. Police have been assigned to help direct traffic.
- The contractor is AJM Contractors Inc. The project cost is $167,706.
Changebridge Road Project:
- The 2.9-mile project runs from Woodmont Drive and through River Road to the township park.
- Basin work, which has begun, should take one to-two weeks to complete. It starts at 7 a.m. each day.
- Paving and milling, which will take a least a week each, is scheduled to be done, in most cases, from 9 a.m. to 5 p.m. It is expected to start in early to mid-November.
- Curb ramps to provide easier access for disabled persons and others are being constructed as part of the project.
- Motorists should expect some delays. Police have been assigned to help direct traffic.
- The contractor is Della Pello Paving Inc. The project cost is $1.1 million.
Road closures and any needed detours will be properly signed and coordinated with the local police.
Bicyclists are urged to seek other routes during this construction periods on both projects.

· Ridgedale Avenue, in a busy residential area crossing from Florham Park into East Hanover
