Five Heavily Traveled Morris County Roads Set for Resurfacing in the Chathams, Dover, Hanover, Morris Township, Randolph and Rockaway Township

The Morris County Board of Freeholders’ enhanced 2015 road resurfacing program will target five heavily used roads – one in Hanover and Morris Township, two in Randolph, one in the Chathams, and one in Dover and Rockaway Township -- with storm basin and concrete work to start on most this week and paving to be done over the next four weeks.

Roads to be improved include East Hanover Avenue, which is a commuter route to and from Route 24 and Morristown that straddles the Hanover and Morris Township border; Dover-Chester Road in Randolph, which intersects with Route 10 and Sussex Turnpike; and Millbrook Road in Randolph, which connects with Sussex Turnpike and is the route to the township high school and middle school.

Work on busy East Hanover Avenue, which runs past Mennen Sports Arena, will be done at night.

Also targeted are sections of Fairmount Avenue in the Chathams and Mount Hope Road in Dover and Rockaway Township.

In addition, paving should start shortly on busy Mt. Pleasant Avenue in East Hanover, and crews are in the process of resurfacing a portion of Berkshire Valley Road in Jefferson. 

Meanwhile, contractors have recently completed several other road resurfacing projects on Blackwell Street in Dover and Rockaway Township, Canfield Avenue in Randolph and Mine Hill, and a portion of West Mill Road in Washington Township.

“We are following through on our pledge to aggressively tackle needed road improvements across the county, to deal with the battering they have taken in recent winters, and to ensure they are in good shape and safe for out motorists,’’ said Morris County Freeholder David Scapicchio, who is the county governing board’s liaison on public works projects.   



“This has been a two-year effort to deal with our roads in which the freeholders have budgeted adequate money – despite a zero tax increase budget -- to provide a needed high level of road improvements,’’ added Deputy Freeholder Director John Cesaro.

Upcoming road projects include: 

• Mt. Pleasant Avenue, East Hanover: The 0.6-mile project will run from Route 10 through River Road, with basin work, milling and paving set to be starting this next week. The project will be completed before the start of the new school year. Motorists should expect some detours and travel delays. The contractor is AJM Contractors. The project cost is $254,062.

• East Hanover Avenue, Hanover and Morris Township: The 1.2-mile project will run from Highview Avenue to Speedwell Avenue. Basin work already has begun with milling set to start later this week followed by and paving scheduled for three subsequent nights. Night work for milling and paving is scheduled to be done from 7 p.m. to 5 a.m. Motorists should expect some delays. Police will be assigned to help direct traffic. The contractor is Schifano Construction Corp. The project cost is $615,542. 

• Dover-Chester Road, Randolph: The 1.4-mile project will run from Route 10 to Sussex Turnpike, with basin work set to start this week. Milling should start on Sept. 8 and take three days, followed by a three-day paving schedule. Milling and paving are scheduled to be done from 9 a.m.to 5 p.m. A one-way detour is possible, with delays expected. The project also includes installation of four ramps for disabled persons to be constructed at the intersection with Morris Turnpike. The contractor Top Line Construction. The project cost is $509,475.

 

• Millbrook Avenue, Randolph: The 1.2-mile project will run from Sussex Turnpike to Schoolhouse Road. Basin and concrete work is set to start late this week, with three days of milling set for about Sept. 14, to be immediately followed by three days of paving. Milling and paving will be done from 9 a.m. to 5 p.m. The project includes construction of two ramps for disabled persons. The contractor is Top Line Construction. The project cost is $412,396.

 

• Fairmount Avenue, Chatham and Chatham Township: The 1.2-mile project will run from Southern Boulevard to Watchung Avenue. Stormwater basin work will begin the week of Aug. 31. Milling and paving are slated to start around Sept. 17, with 7 a.m. to 4 p.m. daily work hours. There may be traffic detours, though school buses will be allowed through the work area. The contractor is Top Line Construction. The project cost is $390,876.

 

• Mount Hope Avenue, Dover and Rockaway Township: The 1.2-mile project will run from Route 46 to Mount Pleasant Avenue. Basin work is set to start during the first few days of September, with milling and paving scheduled for the week of Sept. 21. Work hours will be 7 a.m. to 4 p.m. There will be four ramps for disabled persons constructed as part of this project. The contractor is Top Line Construction. The project cost is $415,043.   

Road closures and detours will be properly signed and coordinated with the local police departments for all of the projects. Bicyclists are urged to seek other routes during this construction period.

Some other major county road resurfacing projects that have been completed this year include portions of Watchung Avenue in Chatham Borough, Old Denville Road in Boonton Township and Denville, Lees Hill Road in Harding, Green Pond and Berkshire Valley roads in Jefferson, Parsippany Boulevard in Parsippany, Center Grove Road in Randolph, and two sections of West Mill Road in Washington Township.

The county also has begun work on a major intersection improvement on Changebridge Road in Montville and will soon start a major improvement project on Sussex Turnpike in Randolph.
