The freeholders chose Napolitano from a field of candidates who responded to a public request for proposals issued by the county.
The candidates were reviewed by a freeholder subcommittee, including Freeholders Kathy DeFillippo, Doug Cabana and Dave Scapicchio, which recommended Napolitano.
“John Napolitano is already very familiar with county issues and has proven, through work he already has done for the county, that he can be invaluable to the freeholder board and county taxpayers,’’ said Freeholder Director DeFillippo.

He has been working for the county for many years as a special counsel and has served the county well, especially in litigation matters and public works projects,’’ said Freeholder Cabana. “Also, he is not only an attorney but has experience as an engineer, which offers him an additional insight into potential county public works projects.’’
“In addition to his background and experience, his law firm also has many very experienced attorneys and staff who could be invaluable to the county on a host of matters,’’ added Freeholder Scapicchio.
Napolitano has more than 20 years of experience representing wastewater authorities. He now serves as general counsel to the several utilities authorities and is counsel to both the Association of Environmental Authorities and the New Jersey Water Environmental Association.Napolitano serves as counsel to the Morris County Open Space Trust Fund Committee, plus special counsel to Morris County.
